Are you saying that FSI did not legally give their courses to public domain? FSI is the creator of these courses. The top of the site says "These courses were developed by the United States government and are in the public domain". I was not suggesting that PDFs are illegal in and of themselves.

My warning is for clarity, and because it's dancing with the border of the guidelines.
